Course Overview

The Surveillance Detection for Law Enforcement & Security Professionals Course provides the participant instruction on how to detect hostile surveillance by exploring surveillance techniques, tactics, and procedures from a hostile perspective. These skills enhance counter-IED capabilities of law enforcement and security professionals to detect, prevent, protect against, and respond to IED threats.

Module 1: Introduction

The first module allows the instructor to present administrative information, make introductory

remarks, and describe the course and how it’s to be conducted throughout the day. This time is also used for students to introduce themselves to one another and complete a course assessment to determine a baseline of knowledge. In addition, an OBP Overview familiarizes participants with OBP’s mission and programs to enhance counter-IED preparedness of FSLTT and private sector partners through capability analysis and planning support; bombing prevention training; information sharing; and coordination of bombing prevention efforts.

Module 2: Terrorist Operations and Facility Vulnerability Assessment

The Terrorist Operations and Facility Vulnerability Assessment module covers terrorist methodology, terrorist attack fundamentals, attack history, attack cycle, and rings of security.

Students analyze relevant case studies to highlight real-world examples of terrorist tactics, techniques, and procedures. The module concludes by planning a hypothetical attack on a facility from an adversarial perspective to identify vulnerabilities that would be of interest to a potential attacker.

Module 3: Surveillance, Identifying Hostile Surveillance Positions, and Surveillance Detection

The Surveillance, Identifying Hostile Surveillance Positions, and Surveillance Detection module enhances participant’s knowledge of surveillance techniques, tactics, and procedures while highlighting behaviors indicative of surveillance operations.. Students analyze a facility to determine positions and platforms that hostile surveillance could occupy. This module also covers techniques used by hostile surveillance to remain covert and to identify possible surveillance. After instruction students conduct an exercise to determine potential hostile surveillance locations and prepare an operational plan to conduct surveillance detection.

Module 4: Surveillance Detection Planning and Operations

The Surveillance Detection Planning and Operations module covers operational planning, safety, security, and response. Students are tasked with developing a plan to conduct surveillance detection operations around selected facilities.

Module 5: Capstone Exercise

The course culminates in a final exercise in which students apply all concepts and skills taught throughout the course to the real world environment. In the exercise, students attempt to detect members of a surveillance team targeting the facility, generate accurate physical descriptions, and employ surveillance detection strategies to detect and interdict the hostile surveillance team. The exercise concludes with a debrief and after-action review in which the participants evaluate their success.

Course Format and Requirements

This course is three days (24 hours) consisting of five modules. Attendance is capped at 25 participants with an 15 participant minimum.
