With respect to the procurement of goods and services, the chief executive may not cause or allow deviations that violate Wisconsin State Statutes and Wisconsin Technical College System Administrative Rules that pertain to the procurement of goods and services.
The District Board also prohibits the chief executive to procure goods and services in a manner that does not:
- allow open and free competition,
- allow opportunities for small firms and firms owned and controlled by minorities and women to participate in the procurement process,
- award the procurement to responsible vendors who possess the ability to perform successfully under the terms and conditions of the proposed procurement, and
The District Board does require the procurement of the following services be brought before the District Board for approval prior to any procurement being made:
- All debt issuances, regardless of amount
- All audit services, regardless of amount
- All construction contracts that require competitive bidding
